Mello Roos taxes are used to fund on-site schools, parks and trails, major roads, water and sewer facilities, and the like. The Serrano El Dorado Owners' Association, in turn, protects the value and quality of life of the community by overseeing the community's infrastructure.

The homeowners' association is responsible for such services as:

• Providing front yard landscaping services, including mowing lawns at all of the production homes.
  
  
• Maintaining common areas, parks, trails and natural open space areas.
  
  
• Maintaining the village gates and providing roving patrol services.
  
  
• Reviewing and approving plans for new construction and improvements.
  
  
• Maintaining Serrano's roads, sidewalks, streetlights, etc.
  
  
• Upholding community standards.

These services, coupled with the involvement of the homeowners themselves, ensure that the community's visual and ethical standards will be maintained not only today but also for the long term. There is an active board of directors overseeing the association's affairs.
